None of it needs the vendor's cooperation, and the whole check takes about ten minutes. If it does not check out, there is no point in a technical evaluation.
Four more questions that determine delivery quality
Who owns the source code and the IP. The contract should say that all source code and deployment documentation transfer on delivery and that IP belongs to the client. Vague wording usually means the code lives inside the vendor's own framework — and what you receive will not run on its own.
How acceptance is defined. Good practice is to put a testable acceptance checklist in the contract before development starts, rather than arguing about what counts as "done" after delivery.
How change requests are priced. Changes are unavoidable; what matters is having an agreed process for assessing and pricing them instead of renegotiating each time.
How long maintenance lasts and what it covers. Separate "defects caused by our code" from "new features." The first should be free during the maintenance period; the second goes through the change process.
